The Master’s Program in Public Law is a graduate education program for students who wish to specialize in public law. The program is conducted within the university’s Faculty of Law and is academically and administratively affiliated with the Institute. Courses are taught by faculty members working in the relevant departments. Within the scope of the program, students take theoretical courses and prepare a thesis or term project in line with scientific research methods.

The Master’s Program in Public Law aims to train experts who have a deep understanding of the fundamental principles of public law, are capable of analytical thinking, and can produce solutions to legal problems with a critical perspective. Our program offers advanced academic knowledge in areas such as constitutional law, administrative law, criminal law, human rights law, and international public law, while prioritizing the development of our students’ research, writing, and scientific method skills.
We operate with an awareness of the critical role public law plays in strengthening the principle of a democratic state governed by the rule of law and protecting fundamental rights and freedoms. In this regard, our program goes beyond merely imparting knowledge of legislation; it offers a comprehensive approach that evaluates the theoretical foundations of law, current court decisions, and comparative law perspectives together.
Our vision is to be a respected, academically productive, and socially impactful graduate program at both the national and international levels. While preparing our students for academic careers, we also aim to train them to become well-equipped legal professionals capable of playing an active role in public institutions, the judiciary, and policy-making processes.

Program Description

The Master’s Program in Public Law offers comprehensive graduate education aimed at in-depth examination of fundamental issues in public law, such as the use of public power, the protection of fundamental rights and freedoms, and the functioning of the rule of law principle. The program includes advanced courses in areas such as constitutional law, administrative law, criminal law, human rights law, and international public law. Students acquire theoretical knowledge and develop the ability to analyze current legal developments and court decisions.
The program’s academic approach centers on critical thinking, comparative law perspectives, and scientific research methods. Courses are not based solely on the transmission of legislation; they are supported by academic discussions, case studies, and practical assessments. This enables students to gain the competence to evaluate complex legal issues from multiple perspectives.

The Master’s Program in Public Law embraces the following objectives in line with the Turkish Higher Education Qualifications Framework (TYYÇ) Level 7 (Master’s Degree) qualifications and the university’s goals of research, social contribution, and training qualified human resources:

Admission, Recognition, and Transfers

Admission, recognition, and transfer procedures in the Master’s Program in Public Law are conducted in accordance with the regulations of the Cyprus Aydın University Graduate Education and Research Institute and the applicable higher education regulations.
Applications for lateral transfers from other universities’ graduate programs are evaluated by the relevant academic committees, taking into account the applicant’s academic background, performance, and course content. Credit and content compatibility are the basis for course exemptions and equivalency procedures.
The recognition of prior learning is examined based on documentation and finalized in accordance with the relevant regulations. All processes are conducted in line with the principles of transparency and academic equivalence.
